There are no specific rules around what that means—use your best judgement. 
Can we agree on some first principles; is this hApp store going to be a mishmash of hApps like the play store? Only rated by users?
Or can the Holochain community and the Holohost communities both have different criterion for evaluating different hApps for their appropriateness and effectiveness on one hand and their efficiency and security/privacy on the other?
