My understanding is if it were an hApp utilising holo.host then the application functionality needs to be thought of as agent-centric, not the application availability. In that case the answer to your question would be “no”.

…that is based on the access privileges already been given and your question is at the point of when Bob wants to publish not when Bob wants to ask permission if he can publish.
